Overview

Procedure for developing actionable IT roadmaps that translate strategic objectives into sequenced initiatives with clear timelines, dependencies, and resource requirements. Roadmaps typically cover 12-36 month horizons with quarterly milestones.

Scope

Prerequisites

  • Parent SOP requirements met
  • IT Assessment completed (see it-assessment-sop.md)
  • Business strategy and priorities documented
  • Budget constraints and investment capacity understood
  • Key stakeholders aligned on strategic objectives

Procedure

Step 1: Initiative Identification

  • Review assessment findings and gap analysis
  • Align initiatives to business objectives and strategy
  • Categorize initiatives by type (infrastructure, application, security, process)
  • Define initiative scope and expected outcomes
  • Estimate high-level effort and investment ranges

Step 2: Prioritization Workshop

  • Facilitate stakeholder prioritization session
  • Apply weighted scoring criteria (business impact, strategic alignment, risk, feasibility)
  • Identify dependencies between initiatives
  • Classify as must-have, should-have, or nice-to-have
  • Document prioritization rationale and trade-offs

Step 3: Dependency Mapping

  • Map technical dependencies between initiatives
  • Identify resource constraints and conflicts
  • Document external dependencies (vendors, regulatory, seasonal)
  • Create dependency visualization
  • Identify critical path and potential bottlenecks

Step 4: Timeline Development

  • Sequence initiatives based on priority and dependencies
  • Define quarterly milestones and checkpoints
  • Allocate initiatives to planning horizons (0-12, 12-24, 24-36 months)
  • Build in contingency for delays and scope changes
  • Identify quick wins for early momentum

Step 5: Resource Planning

  • Estimate internal resource requirements by initiative
  • Identify skill gaps requiring external support
  • Map resource allocation across timeline
  • Plan for training and capability building
  • Document sourcing strategy (internal, contractor, vendor)

Step 6: Roadmap Visualization

  • Create visual roadmap in swimlane format
  • Color-code by category or priority
  • Mark dependencies and milestones
  • Include budget allocations by period
  • Develop multiple views (executive, detailed, technical)

Step 7: Governance Framework

  • Define review and update cadence (quarterly recommended)
  • Establish change control process
  • Create success metrics and KPIs for initiatives
  • Document escalation and decision-making procedures
  • Plan for annual roadmap refresh
